This conference will enable participants to approach their council commissioner roles as strategic leaders with purpose and vision. We will be using real data, scenarios, studies, and conversations. Participants will be challenged to think differently and develop plans to build an effective Scouting America culture that delivers commissioner priorities. Participants will learn to strategically use available resources, data, and tools in their roles on the council, Key 3, members of the council executive board, and leaders of the council commissioner corps to deliver the promise of Scouting.

Since most participants will already know each other from monthly calls and Confabs, this conference leans heavily on interaction with our guests and each other. National experts will update attendees on their teams’ work and the direction of Scouting America. There will also be time for goal-setting and planning. Most important is the fellowship with each other, which builds a strong CST Commissioner team that supports councils across the country.

In Scouting, every success story begins with a relationship, one conversation, one moment of trust, one leader who chooses connection over convenience. This half-week bonus conference is built for Commissioners who want to elevate that part of their calling. Together at the Philmont Training Center, we will explore the fundamentals of healthy, effective relationships and discover how connection becomes the catalyst for growth in Scouts, Units, Councils, and communities.

Through engaging sessions, practical models, and real-world Commissioner experiences, participants will learn how relationships shape leadership, strengthen trust, and inspire genuine engagement. We’ll examine the many types of connections Commissioners navigate, such as Scout-to-leader, leader-to-parent, volunteer-to-professional, and how intentional, authentic presence transforms each one.

Commissioners will leave Philmont empowered as Scouting Relationship Mentors, equipped with tools they can bring home to support and strengthen their Commissioner Corps. Scouting’s Fly-Fishing trip of a lifetime! This is your only way to fish Philmont’s majestic scenic rivers and lakes.
 
Both novices and experienced fly fishers are welcome. No experience necessary. Scouters will learn the basics of fly fishing. Instruction includes casting, knots, fly tying, fly selection, reading the water, and gear choice. Experienced fly fishers will sharpen their skills.
 
Rods, Fly-Tying tools and materials will be provided. Students are encouraged to bring waders if they have them. If you have a favorite rod, bring it.

Wilderness First Aid Instructor Development Course at Philmont!
Embark on a transformative experience at Philmont Training Center with the Scouting America’s Wilderness First Aid course. Learn essential outdoor medical skills at PTC and in the stunning New Mexico wilderness. In addition to earning WFA provider certification through Emergency Care and Safety Institute (ECSI) BSA WFA course, qualified participants may choose to become future instructors and can complete Scouting America’s Trainer’s Edge, enhancing leadership and instructional abilities.
 
While first aid knowledge and skills are a plus the only pre-requisite is CPR certification from a nationally recognized provider.

Build Your Own Adventure Track – Discover practical ways to weave International Scouting into your unit’s program — from local partnerships and community engagement to high-adventure exchanges and global events. International Representatives Track – Two levels of focused training for new and returning IRs. Build the skills and knowledge you need to represent Scouting America on the world stage. Participants in this track will focus on developing a plan to implement the World Triennial Plan and Interamerica Regional Strategy in Scouting America.  All participants at the PTC International Conference will have an opportunity to contribute their ideas, and a draft plan will be presented at the end of the week.

According to the Surgeon General, mental health challenges are the leading cause of disability and poor life outcomes in the young people of the United States today. In recent years, we’ve seen significant increases in certain mental health disorders in youth, including depression, anxiety, and suicidal ideation.
The National Institutes of Health reports that 20% of children and young people ages 3-17 in the United States have a mental, emotional, developmental, or behavioral disorder, and suicidal behaviors among high school students have increased by more than 40% in the decade before 2019.
Scouting America has a unique position and opportunity to positively impact today’s youth mental health crisis through its programs, values, and community-oriented approach.

Finding your way in the outdoors can be a true learning experience. New skills and renewed interest will be brought to you with hands on experiences with orienteering and geocaching. Learn tips and tricks to teach youth about the skills needed to survive in the outdoors. Over half of the week will be spent outside. This exciting course is both for the expert or the novice, everyone will learn something new! Program tips will be shared for you to take home to support all levels of the program from the youngest to the oldest Scouts.

This course is designed to give Scouters tools and ideas to get Scouts fishing. We will ignite your desire to introduce Scouts to the wonderful world of fishing. Boy’s Life survey found that Scouts chose fishing as the fourth most preferred outdoor activity, yet only 35% go fishing within Scouting. You can become a Fishing Advocate for your unit, district, and council and utilize fishing as a tool for Recruitment, Retention, and Reactivation. Share your passion for fishing.
 
Course Highlights
  • Become recognized as a Scouting America Certified Angling Instructor, an Official Train the Trainer Certification CS-61. Receive a CAI patch and Certificate.
  • Learn basic fishing and fly-fishing skills – fly casting, fly tying, where to find fish, knots, and how to teach them, and much more. Learn to teach scouts at every level for recruiting, retention, and advancement.
  • As a CAI, you will have an opportunity to get fishing and fly-fishing equipment at greatly reduced rates for teaching scouts.
  • You will have three days of classroom study and two days in the backcountry fly-fishing.
Fishing is a Favorite Outdoor Activity for Scouts
Fishing with Scouts is an outdoor activity that provides Scouts with fun, skills development, family participation, and strong support for sound conservation awareness. Fishing receives very little support from most councils, yet it has a great opportunity with minimal investment. Most camps offer marginal fishing programs and poor instruction. As a CAI, you can make fishing a priority within your scouting world.
 
Who should attend?
The CAI course is for Scouters (volunteer & professional) who wish to learn how fishing enhances your Council, District, and Unit programs, supports current and potential Merit Badge Councilors. Perfect for Cub Scout, Scouting America, and Venturing leaders, District and Council program staff, plus camp fishing instructors.
 
The courses provide Rods, fly-tying tools, and materials. (Feel free to bring your own gear and waders.)

This train-the-trainer style conference, facilitated by the Scouting America National Fishing Team, is designed to develop existing Angling Certified Instructors into confident CAI Course Directors who will build fun and exciting fishing programs for your council. Plan to join us as we strive together to deliver on the promise to youth by offering quality fishing programs.
 
Course Highlights
  • The Certified Angling Instructors (CAI) Director’s conference is designed to increase the number of qualified Scouting America Certified Angling Instructors (CAI) throughout the US.
  • You will be provided with a CAI Course manual that provides step-by-step instructions to hold CAI courses for your council and area.
  • The course highlights best practices on content delivery, in both the classroom and field.
Receive instruction, review key methods, and utilize resources available to you.
Exchange ideas with the Fishing Team Trainers.
 
You will have three days of classroom study and two days in the backcountry fly-fishing with the new CAIs, helping them to become more successful fly anglers.
Successful completion of this conference entitles the participant to be a CAI Course Director and after running a course or actively staffing a CAI course to then earn the gold CAI patch.
 
Who should attend?
Course participants must already be Certified Angling Instructors and registered members of Scouting America. Ideally, participants will have served on the staff of at least one CAI course to date.

July 5-11 | Philmont History: The Land, The People, The Saga

Every major activity associated with the opening of the American West happened at Philmont, and every group of people involved in those activities lived or camped on the ranch. This week-long program will immerse you in that rich history with daily field trips to the very places on and around the ranch where that history actually happened! Join experts on the local area, Philmont itself, and the Waite Phillips story as they travel to those locations with you to share their knowledge of this historic land and the characters who inhabited it.
 
Visit the sites where traders and settlers traveled on the Santa Fe Trail at Rayado, fortune seekers sought riches during the gold rush at Baldy Town, dinosaurs and the Ancestral Puebloans hunted in the North Ponil Canyon, and Waite Phillips and his family created the pinnacle of Scouting. Hear their stories from historians and subject-matter experts who will bring that history to life for you as you stand in the very footprints of those who lived it.
 
Please Note: Although this course does not involve hiking, each participant MUST BE physically able to walk up to a mile over occasionally rough terrain at altitude without assistance and must be able to easily get in and out of a four-wheel drive vehicle multiple times each day without assistance.
 
Lead Instructors: Mark Anderson, 14-year manager of the Philmont Scout Ranch; Mark Stinnett, Philmont historian, author, and board member of the Philmont Staff Association.

Grow Scouting through powerful storytelling and photography.

Spend the week learning how to tell a compelling story in person and with smartphone photos. You’ll get top-notch instruction from world-class storytellers and a photography expert. Time will be spent in the field photographing “decisive moments,” posting them to social media, and preparing a story to take home to inspire others.

Never fear, we’ll guide you on the social media stuff too and teach you the tricks of the trade for motivational storytelling.

You’ll also get to tell a story to fellow conference attendees during the week and post photographs on social media to demonstrate your newfound storytelling skills.

Peter Simon

Many of you may not know his name, but if you have been in Scouting any time in the last eighteen years, you have seen his work.  He has served Scouting as the producer of many videos released by the National Service Center.  You can view a few of his personal favorites here.

Mike Sulgrove

Mike is serving in his 60th year as a Scout.  He is known as one of the most powerful speakers in Scouting America and features stories whenever he speaks.  He has spoken at more than 1,200 Eagle Courts of Honor and hundreds of community events.

Mike served as a Scouting Professional for 38 years and is proud of 22 years of service as a Scout Executive in two Councils. He is active with Order of the Arrow, Tribe of Micosay and Firecrafter. Scouting volunteers selected him to receive the NESA Outstanding Eagle Scout Award, Silver Beaver Award, and the OA Centurion Award.

He currently serves as VP of Camping and Properties for the Michigan Crossroads Council, District Eagle Board of Review Chair, and as a member of the Philmont Staff Association Investment Committee.

 

Ralph Voelker

In 1979, Ralph was given the Vigil name of Singing Bullfrog Who Tells Stories.  Some things never change. He met Mike Sulgrove at a Troop Court of Honor in Aurora, CO, in 1981, where he told a story. Thirty minutes later, Mike asked him to serve as his Program Director at Peaceful Valley Scout Ranch. They have been friends ever since.

Ralph has a degree in Technical Journalism with an emphasis in Radio and Television, but his entire career was spent with Scouting.  Over those 38 years, he spoke at hundreds of Courts of Honor and Scouting events. During that time, he wrote a series of stories about his experience, many of them published in a blog titled “The Voice of Scouting.”

He served as a corporate trainer for the National Council, traveling the country to inspire Scouting Executives, mainly through captivating stories. He has performed hundreds of magic shows for Cub Scouts and other youth groups, and is a trained voice actor. You might recognize his voice from Scouting U Training Modules.

Details about backcountry trips

Our field trips are limited to 18 participants per outing due to the number of Philmont vehicles available. Personal vehicles are not permitted in the backcountry. Please be aware that some hiking will likely be required on location, and you must be able to walk at least 1 mile at altitude. You will be guaranteed at least one backcountry photo safari.

Every effort will be made to encounter Scouts in the back country, experiencing a variety of adventures.

If you cannot walk a mile at altitude, there will also be multiple chances for great photos within easy walking distance of the Philmont Training Center, so that all participants can be involved.

Story-telling opportunities

Whether you are an accomplished storyteller or someone who wants to do better, this course will help you grow your skills.

Come prepared with your favorite Scouting story. We’ll work with you on ways to enhance the impact of your tale. Each participant will be allowed to share their story publicly.

Expectations

Each participant should arrive with Instagram and Facebook accounts installed on their smartphone.

Combine the weekend celebration with a 5-day Rayado Alumni trek—arrive Basecamp Saturday (18th), hit the trail Sunday (19th), and return to PTC on Thursday (22nd) in time to check in and attend the opening dinner. Hike with Rayado alumni, retrace favorite routes, rendezvous in the back country for fellowship with other Rayado crews, and then return for 3+ days of celebration at the reunion.

Scouts and Scouters of all Christian faiths are encouraged to participate in our 2026 Duty To God Pilgrimage program offered at the Philmont Training Center July 19-July 24, 2026. Since we will also have our Christian Scouting Brothers from the Scouts of Japan visiting us, all participants, both Scouts and Scouters, will have the opportunity to earn International Scouting Awards or activity patches.
 
Our Pilgrimage will explore the lives of Saints, stories of God at Work in Our Lives, and how these can relate to our own Faith Journey today. Visit the “miraculous staircase” at Loretto Chapel in Santa Fe, marvel at the 200-year-old cross at the Church at Chimayo, and explore the Indian Cliff Dwellings at the Bandolier National Monument. Scouts 12 years and older are welcome to participate as long as they have attended one summer camp and achieved First Class Rank, are in good standing within their Troop and Church, wish to become closer to their faith, meet Philmont Physical requirements, and follow our Scouting Code of Conduct.
